TELCON Mr. Kissinger/Director Helms 6:58 p. m., March 9, 1971 K: I just wanted you to know you are dead right and I hope you will speak up at the meeting with the President. I don't think these guys know what they are getting into. H: This is correct. I am deeply concerned about the whole thing. K: Frankly I agreed with your other statement. What the Arabs have agreed to the others haven't agreed to anything. H: The side effects haven't even been calculated yet. K: What the Russians are going to do when the public brawl is developing. H: If you want me to, I will say what I said today. K: I will make sure the President calls on you. H: I appreciate your call. K: I talked to the President and he frankly doesn't know what else he can do. He doesn't have any others to give him any other choices. H: There are an awful lot of people who feel as deeply concerned as you and I are. I think you felt that all along. K: I have little doubt about it. At the beginning I was willing to give it a chance. H: This next step is just going to turn us. I appreciate your call. K: If you would rather say it alone with the President, I will get you that connection. H: If I can't get a chance to come to the plate the way I think I should, I will whisper it and you can set it up accordingly. K: Right.
