TELCON Rogers/Kissinger 10:16 a. m. 3/10/71 R: I see the President is going away the next couple of days. I recommend we postpone the meeting until next week. We will continue to pressure Israel on the Suez and see what we can get on that and keep the other in abeyance and then talk to the President about the overall picture. When concluding that it's better to have the President do it with Rabin SO they don't feel we have different approaches to it. K: We have to avoid that in any event. R: I thought perhpas what the President said to the President of Israel. K: I wasn't there in fixax fairness to the people around the table. I thought it was going to be a 10 minute courtesy call. R: He means it well when he says it but could convey the wrong signals. K: I think it's the wiser course. Since he will be away for 2-3 even if we made the 5:00 we won't have a decision. R: I don't think it's the right time. The article in the paper shows they have us very concerned. They know our position and they are trying to help themselves and us and that position for a few more days is helpful. K: I agree and we will cancel the meeting. If we have the Suez thing on the track we can use it for the bigger thing. R: We want to be sure our people know the President maybe tough. K: The President isn't talking to any Israelis and no one else is here. I don't thin he should see Eban unless we want to lay down the law and I don't think Eban is as influential as Rabin. R: We will strengthen Dayan hand if we ? ? ? ? ?. Otherwise he doesn't have any cards. Tell the President. K: I will and he will be relieved that he doesn't have to fret about it for the next few days. You don't want to do much about it for the next few days? R: If the Suez is in the picture it's a different matter. That would be better. The is no reason to have you and Mel and myself and thrash it around.
