Moorer/Kissinger 11:37 a.m. 3/11/71 -2- M: We have to keep it a SVN operation. We don't want to go so far that they can blame it on us. At the same time we don't want them to say they are coming out because we won't support them. K: If we stay in through April they can't build up for an Aug. /Sept. offensive. M: We agree on this. K: The second thing is withdrawal. Abrams must answer and through your channel. The President wants to handle it and not Laird. M: His people will be here Sat. K: But they won't have the full story. You read that message. He says he has a XPRXX separate channel to Laord and we must know what he thinks. M: I know what he thinks and what the separate channel is. K: If we don't get xxx it in two days we will have to do it unilaterally. M: Don't worry. K: We are sending Haig to VN. (Something about troop withdrawal) and talk to Bunker about diplomatic moves. M: I see no problem. The programs are going fine. K: We are an the same team here. Of course, there are 6 other teams playing. M: We will get the withdrawal information. I only objected to Haig going before but no problem now.
