Mr. Kissinger
Adm. Moorer
3/17/71; 6:55 p.m.
K: The President is really going on about these stories in Laos and these
stories of helicopter pilots. What is the story? I have been telling him
we have no information.
M: That's correct. Some young warrant officer 19 years old might say.
I talked to the Chief of Staff in Pearl. He says he has an intercept from the
North Vietnamese saying that the movements by the South Vietnamese are
being conducted in an orderly manner. I was trying to get a copy of that to
show you. We don't have any indication of that and, of course, Haig is
right there now. I don't blame the President.
K: He wants something to be done about these pilots that are mentioned
by name.
M: When Knowles went out there I told him to take it up with the Squadron
Commanders -- to explain what havoc they wrought. They were told, I
understand, to say nothing.
K: Do you think you could get a message back here that I could show the
President tomorrow morning that gives the assessment from out there
and what actually is going on. I think that would help an awful lot.
M: Sure. (The following is in answer to a question I did not hear.) Three-
day operation around LoLo killed 1100 North Vietnamese and lost 66 of
their own people.
K: That was partly planned.
M: I will get you a message. It just infuriates me -- these people tight
write
these headlines. I will get you a message directly from Abrams.
K: And there is nothing going on that we have not counted on.
M: That right. This was in the plan. I told you we had message today
from Abrams discussing a conversation he had with Lam. I went back to
Abrams
I told you.
K: No, you didn't tell me.
M: Yes, I did. I had ideas from Abrams that Lam had about coming down
through Pass 611. He gave a rough schedule and says it would last until
April 15.
K: Oh, yeah!
