3/17/71 7:15 p. m.
I: On the matter Dave raised as we were leaving, Stevenson's cable had
come in and the Secretary had sent an answer by the time I got back in
adopting what they recommended from Geneva: to have Ambassador Hill talk with
the foreign office and Stevenson and a defense representative would join him.
I asked our people to draft another giving the background, some additional
thoughts and possible some suggestions and to get in touch with Packard and
your people. Who in your shop should they contact? It's a combination of
law of the sea, Spain, Equador, Brazil
K:
Let them deal with Colonel Kennedy.
I: I asked them to tie the three things in together with a message to Geneva
and Spain and to Prazil, and a paper showing how this ties into Ecuador and
the fishing [1. o. S. ? ] problem.
K: Good, thank you Jack.
