K: I talked to moorer and he had talked since my conversation with him
at 3:00 to the Chief of Staff out there and says this is one of the wierdest
things -- there is absolutely nothing to it. Usually there is some basis for
it which has been exaggeraged. He said it was a tough fight: 66 ARVN killed
and 180 wounded. They killed 1100 of the enemy.
P: Must have been a hell of a battle.
K: He thinks this must have something to do with because they got 270
individual and

crew-served weapons. So they are claiming a victory.
But in intercepted messages the other side is saying to their headquarters that
the South Vietnamese are retreating in good order, and I said to him we can't
kid ourselves. He's talked to the First Corps commander, to
and to Abrams and they all say this was a planned operation. There were
losses

K: But it's the same as Hill 31 which was a debacle for the enemy;
they also claimed that we were getting whipped. And there is no evidence
to back it up.
P: The question is what are we going to do about getting the public
relations of this turned around. Laird can't do that; Moorer can't
