    "ocrText": "TELECON\nSecretary Laird\n3/18/71 9:00 a. m.\nL: I have now Abram's proposal on withdrawal and the complete\nlogistics problem, and I wanted to present that to you and the President.\nAny time deadline? I would like to make some comments and I think it\nwould be good if I could do it next week.\nK: That's okay.\nL: I suggest Wednesday or Thursday.\nK: Right, but it's going to be kept in a very small circle.\nL: Right. General Abrams, McCain -- he isn't even briefing Al on\nit. About eight colonels, General Abrams\nTom Moorer and\nKnowles. I think we're going to have to look it over, particularly the\nlogistics part. You have three million tons of equipment that we cannot\nleave there. In order to get the ships scheduled -- that's tough. We've\ngot GAO over there by Congressional mandate at each port on the quip-\nment, 15 inspectors at each port. That part of the program has got\nto\nhave some help.\nK: My problem is that the talk of withdrawing has got to stop now.\nWe're going to lose all hope of negotiating if everyone knows the ship\nschedules.\nL: I'm not the one giving the rates out here. My program was not to\ndo anything and just keep this through June (?).\nK: But then Pierpoint came in yesterday and said to Ziegler that hes\ncolleague Sheafer at the Pentagon said we are going to hold the President\nto this schedule.\nL: That's not ture. Of oourse Ziegler said yesterday the President is\nmaking predictions, not commitments. I think that's a mistake.\nK: Ziegler said he was talking about the next increment but not for the\ntime period it would be.\nL: Wlater Cronkite (I guess you saw the news programs last night)\nK: No I didn't.\nL: He ridiculed the whole thing. Said the President is making predictions\nnot commitments.\nK: When we start scheduling ships they know what's going to happen."
