L: I have now Abram's proposal on withdrawal and the complete
logistics problem, and I wanted to present that to you and the President.
Any time deadline? I would like to make some comments and I think it
would be good if I could do it next week.
K: That's okay.
L: I suggest Wednesday or Thursday.
K: Right, but it's going to be kept in a very small circle.
L: Right. General Abrams, McCain -- he isn't even briefing Al on
it. About eight colonels, General Abrams
Tom Moorer and
Knowles. I think we're going to have to look it over, particularly the
logistics part. You have three million tons of equipment that we cannot
leave there. In order to get the ships scheduled -- that's tough. We've
got GAO over there by Congressional mandate at each port on the quip-
ment, 15 inspectors at each port. That part of the program has got
to
have some help.
K: My problem is that the talk of withdrawing has got to stop now.
We're going to lose all hope of negotiating if everyone knows the ship
schedules.
L: I'm not the one giving the rates out here. My program was not to
do anything and just keep this through June (?).
K: But then Pierpoint came in yesterday and said to Ziegler that hes
colleague Sheafer at the Pentagon said we are going to hold the President
to this schedule.
L: That's not ture. Of oourse Ziegler said yesterday the President is
making predictions, not commitments. I think that's a mistake.
K: Ziegler said he was talking about the next increment but not for the
time period it would be.
L: Wlater Cronkite (I guess you saw the news programs last night)
K: No I didn't.
L: He ridiculed the whole thing. Said the President is making predictions
not commitments.
K: When we start scheduling ships they know what's going to happen.
