Adm. Moorer/Kissinger

3/18/71
M: Robbie's on his way over with 3 messages and information on the weather.
Two problms as I see it. One is tactical evaluation of the situation of the
moment. I called Abrams on the phone because he didn't answer that in this
message. I
will waxxxxxxx send a transcript of the conversation. He xaid they
are proceeding in an orderly way. One battalion in trouble but the balance of
the regiment doing okay. Subject of plans. He sent me yesterday the phase 4
plans. I told him that I thought he was moving too far east. You will see in the
message. He has come back with an answer on Vinh's report on Thieu tonight
our time. I suggested to Robbie you send another message to Bunker as we
did before.
K: They are not replacing unitsx they are taking out. They are strung along
Rt.
and they are strung out Route 9. They are not trying for our objectives.
M: That's why I think you should wire Bunker.
K: How can you keep the home fires burning when they don;t meet the plan.
I
have been telling Senators that we are moving out of Tchepone to hold 914.
Now they are not moving near 914. I think they are bugging out.
M: They are moving back faster than we expected.
K: In a strategically unproductive direction. They are moving along Rt. 9.
M: After you have read the message I think you should go back to Bunker and
Abrams before their meeting tonight.
K: Come over a half hour early. I don't know what to tell the Senators becuase
they will put their heads on the block and we will kill ourselves.
M: Tchepone through highway 9 to 611.
K: The orignal idea was to stay in Tchepone for a month or two and block roads.
We can tell the press anything but they are not in Tchepone or on 914 to do any
defense. The disruption of traffic was
M: That was my understanding.
K: They haven't been doing that.
M: Not enough of it. You are right.
K: They have shied away from 914. I don't know why. They keep pulling off.
To me it looks like they are doing what they said they wer going to do last
week and bugging out of Rotite 9.
