Adm. Moorer/Kissinger

M: It's apparently Thieu alone who is doing this. You will see when you read
the messages that Abrams does not agree with this. So we need to put some
backbone back in them.
K: What are we going to tell the Senators today? At this rate they will be out
by April 1.
M: That' the truth. Those Marines will have to stay in there. We will have to
work on it.
K: That way they are rotating and not replacing them. Thieu is setting himself
up for a massibe bug out on our part. Perhpas he had an impression from our
senior people. Al sent a message yesterday he hasn't been up there yet.
klexxxidxxI sent an urgent message telling XXXXXXXXX
him
to
let
me
know
what
he
found in I Corps. His last message was from Pehnom Penh. 914 was open
and ARVN moved back at the first sign of contact. The ARVN trying to get out
as soon as possible. 914 not cut. Moving yesterday at the first sign of enemy
pressure.
M: He was up there last night. It would be helpful to hear from him.
K: I sent him an urgent message yesterday saying people are nervous here.
The
thing is they will kill us domestically. If they had told us a weekago they were
they
doing this we could have said we have our victory. Instead we are moving
down 914 and not saying a xxxxxxxxx word to us. Of course we control the helicop-
ters.
KI: We can't just leave them in there.
K: Why not?
M: We could but make more political problems then the other way. I think
I
should come at 10:30 and talk. I will send the messages now.
K:
This is no reflection I know you and I are on the same wave length.
Abrams xxxxx must be more heartbroken then the two of us.
M: We will have to do what's necessary. We will look at this at 10:30.
K: Send a back channel to Bunker and have no illusions of what we will do here.
IVL
M: Look at these messages before you send that to him.
