P: One thing I wanted to ask you about was on the news I saw last night
they had a film report on the low morale of the ARVN troops when they
were coming out of combat and how they were panicking. Be sure that
is hit hard. Some troops under fire were panicking. What is the general
situation? What is the truth?
K: We depend on reports we get from Abrams and Bunker. They say
that the units are not panicking. Of course, when they are being taken
out under fire there may be some incidents.
P: The enemy too.
K: I would hate to be in a B-52 box when they start dropping.
P: Buchanan said it was another rough night on all three networks.
But the point is they are just trying to -
K: They have a vested interest.
P: We will just knock it right out of the box. First Abrams will hit
it, then Bunker (?) and then I will hit it.
K: George Bush is going to be on Meet the Press. I have been talking
to him this morning and he is going to hit a little of this. I have been
giving him some of the gi figures and he will do it in a low-key calm way.
P: Good. Make sure that Abrams knows about these stories.
K: I will make sure this gets out. I am going to get a little group
together next week and work out an assessment for you. We will have
the intelligence stuff all together then. We will have a better assessment
when Haig gets back. We have reports from Bunker and Abrams and
they do not confirm this news report at all.
P: I want you to ask specifically about these stories and what is the truth.
K: Thieu says that he believes his army was strengthened by this.
P: There was this CBS (?) film and an AP dispatch saying that the ARVN
were withdrawn because they refused to fight anymore.
K: I will do two things (a) I will get Abrams to comment and (b) I will
look into it so that we can get the facts for you.
P: Thank you - goodby.
