TELCON Mr. Kissinger/The President 7:10 p. m., March 25, 1971 -- page 2 P: Uh-huh K: What's the progress on SALT? working it out with the foreign minister. I told him we are not going to wait all year about the Summit. He doesn't know what the problem is. As far as he is concerned it will be the first week of August or September with their preference being for August. I told him the next thing would be when to announce it and we will have to block out some time on the President's calendar about April 15th. P: April 15th, huh. A meeting in August as far as he is concerned, he thinks the meeting is on. K: Unless he is a goddamned P: That's an interesting point. Actually I agree with you, they are squealing about a victory in Laos K: And not doing it. K: They are not doing it but let you think they would. I smell something here, I think they are hurt a lot. This time they have really been hurt. This was an enormous surprise to them. It has presented problems for us in this country domestically of course. But the South Vietnamese went in there and fought very well but I still want to keep on K: I got a long cable from Bunker today the political situation is a big plus for Thieu. In the four battalions that were badly hurt, the morale is badly affected but think it will come back. P: What did he say about the rest? K: In good shape. P: I don't want any of that to get out. K: He is keeping these units up in I Corps and will not let them back in Vietnam until they have demonstrated. P: Henry, I am having some Congressmen for breakfast in the morning, are you free for breakfast?
