M: You indicated that you would - 00
K: I would call today. All I can say is we would really prefer no statement like
that at all. You have to be your own judge. We think that what we should do
at this stage is to use whatever possibility we have to try to get a settlement.
Not to have too much pressure. We were asked by the House -- Ford - 00
along similiar lines and they decided not to put out any statement.
M: The same idea?
K: The same line.
M: With return first and then think
K: If there has to be one, it's better than most but don't misunderstand me.
M: I was concerned about that this would take place on July 1 and query
after. We could havw it cleaned about over their

What it gets to is
whether Vietnamization could be accomplished in the time frame.
K: Our concern is if other side interprets it as Iowan Republicans getting
restive and bring pressureon the President.
M: Could read to bring pressure on them. If they want to get going on prisoner
and not tokex other way around. They are saying pull them out and then we will
discuss prisoners. This is saying it the other way.
K: I understand your proposal.
M: It would have much stronger ring of logic then what the Democratic causus
is coming up with.
K: But if they turn around and say do it and then we will take care of prisoners
It's closer to the Democrats.
M: I would never do that. It would be put up or shut up and within a year we wil
take care of the other. It reverses the whole and pulls the teeth of the
Democratic proposal. I am thinking of the politics of the two.

rather than waiting.

months if we can keep cool which is not an outstanding attribute of this
