    "ocrText": "TELECON\nThe President\n(Brought in 3/29/71) p. 3\ngovernment you've just got to put a tighter rein on this exposure to the\npress. People who talk to the press have to be people on the highest\nlevels who know everything, and nobody else. This press running around\nwith junior people and they get them drunk or they talk to them\nK: Flatter them.\nNo one wants to admit he doesn't know any-\nthing SO they make it up.\nP:\nTell them things, SO the press will run with that and build a\nhugh story. As a matter of fact, really the handling of the whole Lam\nSon operation and SO forth was mainly the result of the press talking to\na very, very few one-sided people.\nK: Absolutely.\nP: Now, that's just all there is to it.\nK: Plus the press\nP: Oh yes, they wanted to find it that way, I admit. But the point\nis they're biased that way and\nlike Arbuckle of AP as I told you,\nI knew it was the same guy and it did turn out to be the same guy that had\nbeen down there in\nK: In Cambodia.\nP: That's right. And here our press office out there didn't even\nknow it. Theirs knew it though.\nK: Well, they gave us another figure\nthey gave us another\nname.\nP: Laird knew it; he said it's Arbuckle, it's the same guy and bad.\nIt has been for five years. Well, that's my point, that the South Vietnam-\nese get a bad rap out of this, mainly because they show a few battered up\nthings and don't show the good side of it. But that's all right. That will\nwork out\nBut on this thing, I just don't want it badly handled. I\nwant for them to handle right. I mean just as a\nsort of carry it over\na couple of days or something like that. Can't they do that or\nK: Well, I just have to find out how far it's gone up to now. These\nguys all talk. They have daily briefings and there's just no telling what\nthey've already said.\nP: Well, okay, fine. Also get me a report now over the weekend\nagain on the Saigon morale, the armed forces, the political situation there\nI want to know what that is right up to date and another thing, I want Helms\nto get off his ass and get something more effective on that black stuff in"
