P: I was talking to Ron and I told him to -- he said that NEWSWEEK, he was
asked about NEWSWEEK Speculating on the 16, 000 thing. I told him that to just
tell them that I thought we would just mislead them awhile and to tell them for
background it was going to be at 12, 500. That's the thing to do to everybody,
you see what I mean?
K: That's right. Get them out of the

P: Is that Laird again? How the devel would he- -

K: I think he is trying to bracket every possibility now.
P: He's trying to --
K: You said at least SO he --
P: At the present level. That's right. Well, just say we are talking about the
present level.
K: Well, when I talk to him tomorrow I'll tell him that the only thing you haven't
decided yet is the length of tiem.
P: I think that the present level, in view of everything, that the present level
has to be maintained as I indicated. The real question is the length of time.
K: Exactly. And then I'll just say you changed your mind at the last moment.
P: And I just zing it in there.
K: He doesn't mind being outmancuvered. He does it all the time.
P: He sure does, doesn't he?
K: He's like a little boy with ax his hand in the cookie jar.
P: One thing about it , he just -- well, the rash of -- and just tell him that for
guidance that he really ought to get all of his friends in the press to talk about
the present level. Let's get him out on a little limb, shall we?
K: Certainly.
L: Tell him that really the question is the present level, that the President is
considering the present level and that's WHAT'S (?) recommmended.
K: Yeah, yeah.
L: Tell him that that is what he should say because basically that's what I am
considering.
