P: With regard to handling of the Chinese visit we have got Scali on that which
is good. The problem we have is that I don't want handled by USIA or State?
K: That's not handled ? ? ?
P: I want Scali -- I want him to broker the thing out and look over it. If State
handles it they will XXXX send out a weeping willow
K: And make it a big production. It sho uld be a table tennis visit and have them
at the WH like Chou En-lai did our team.
P: You and Scali have a talk.
K: You should be the only senior official they meet. Otherwise it looks like
a big foreign policy ploy.
P: We are doing it on the same basis they didn.
K: Tea at the WH.
P: Or XX see them.
K: Make it a semi-official oscasion where you can say something they will
report back. Have the press there part of the time like they did.
P: Get it out and this is excellent for Scali because it's exchange
and
press. Sit down and work out a scheme with him. How will we know normally
handled by State or Shakespeare?
K: Normally they would apply for visas and on their own. On this case we will
have to reciprocate hospitality and the table tennis association cannot do it
