TELECON Mr. Kissinger/Ambassador Cromer 2:27 p. m. , April 21, 1971 C: How are you? K: How are you? I was going to talk to you about the matter we discussed the other day. What I need is something that can be plausible between a Cabinet office and the White House and which does not require any political advisor such as, if the Prime Minister or Burke Trend, though I would prefer the Prime Minister, could bring himself to say he mentioned to the President the NSC machinery to see if it could be adapted to the British system. Or something of the kind. C: What about the National Security Council? K: That is under my jurisdiction. C: Anything you say -- we will find a suitable pretext. But you don't think the NSC would be sensitive here? K: They wouldn't be -- that is my secretariat. The others are just members. Say that or anything plausible between us. C: That's not too political. I am with you on the objective. It's difficult to find a solution. K: Once there, I will be glad to talk with the Prime Minister about anything he wishes. C: Let me have a word with him along these lines. K: I would like to get there the middle of May and would like to have the option of coming back but not tied to a particular date. C: And in June? K: Probably, but it would depend on other things. C: Let me try this on him. K: Good; thank-you. lds
