B: The brethern up there -- Republicans and Democrats alike -- who hold to a European policy in essence think there must be some way of stating the sense of the Senate in a way that is also the sense of the White House. K: No question about that. B: What you said yesterday, perhaps numbers aren't the point. The point is in light of what Europe can do and in light of others in Western hasn't Europe. I can't write the language.
