I would never call you Hubert just because the President wants me to If I didn't feel it was really wrong. H: I am a strong NATO man. K: My judgment on knowledge of Europeans is that this would be read as strong pressure by Congress to reduce forces which is bound to affect H: Let me ask you, Henry. This amendment has been announced in Washington K: I don't know if it has. H: I think they were going to introduce it. We are not locked in. The sponsor can always alter its amendment. Take a look at the language. . K: Do you think this will carry? H: If this carries first the Mansfield amendment is dead. K: I see how people will want to put themselves on record of voting for another amendment that fails but if it has a chance of passing that is a different situation. H: If this amendment succeeds and Mansfield fails then the second vote will be on the Mathias amendment. Then the question is whether you can live with it. If not, then tell us the language you can live with. What alterations would you want in it SO that it becomes liveable. If section D is not liveable, how do you alter it? K: Actually it is C -- reduction; H: The President is requested, in addition to regular consultations, to negotiate within NATO on the reduction of US force levels and financial arrangements for US forces which remain in Europe K: What we ought to be negotiating with Europe is what is needed. H: I am asking for counsel and advice -- how you think this should be amended.
