Just suppose the Russians for one reason or another which we don't know, suppose they delay a week. K: What worries me is the public announcement they agreed to is SO unfavorable that one of their experts might read it and not agree to it. P: I thought they had already agreed to the public announcement. Haven't they? K: They have. This is their text, Mr. President, not one which I gave them to agree to, but their text. P: Let's find out, we may just be brewing trouble here if we start down the line with Rogers and Smith. We will wait and tell them when nailed down. When you find out, you let me know. I can call them in at night if necessary. K: You can keep the appointment at 3:00 -- P: Wait a minute -- we will have the 3 o'clock appointment and then he will fly off. K: No, no, we can cancel the 3:00 appointment at 2:30. P: That's right, then he will delay. That's the best way to do it. K: I would just as soon have him out of town as soon as we can. P: If you hear in the morning, I can arrange the afternoon schedule, I can squeeze other things in. K: I should know by noon from Dobrynin. I will cancel XXX the 10 o'clock I have with Smith. I will cancel about a quarter till ten. For some reason they usually get their cables around 10:00, that's when Dobrynin usually calls me. P: I see. Well, you just cancel him if you want. But I shouldn't cancel Rogers just before. K: Is he going to be at the Leadership meeting? P: No. He is working over some Republican Senators at the State Department.
