WXXXMXXXX We think this\nagreement is a step in the right direction and when the discussions\nare concluded it will be simultaneous on both.\nJ: That is the important thing. One thing I have been thinking Henry,\nWas this statement made to save them a little face?\nK: That is the thing. But we can not say this publically. Get the talks\ngoing and they could not say agree on both offensive and defensive\nX.X because that would look like they were backing down.\nJ: That is the objective. But you have some sort of understanding\nwhere we are going to end up.\nK: We have an explicit understanding which I don't want you to talk\nto anybody about.\nJ: But it is all right if I continue to stress that we must have some\nsort of agreement which would deal with both.\nK: You would be doing the country a great service if you did keep\nup\nthis pressure. If you say something about hoping the Administration\nwill not waiver or whatever you want to say.\nJ: This, of course, I am worried about the ABM-only guys on the\nHill.\nK: They will get no support from us. We will continue to push ABM.\nJ: I think they should postpone this ABM thing for awhile.\nK: It would be a disaster.\nWe would have nothing to negotiate.\nJ: How much of the loosening up of the Russians, Henry,\nthe Breschnev speech - how much loosening up is China.\nK: I don't know but some of it must be.\nJ: Russia is paranoid on China. But must negotiate both. This is the\nline I have been taking.\nK: The theories that these guys have been expounding just are not true.\nThey said XXXX that Laos would wreck it with China and it didn't.\nThey said rapprochament with China would break with Russians and"
