TELECON Mr. Kissinger/Admiral Moorer 9:37 a. m., , June 5, 1971 K: Tom, I just had a talk with the President about that situation we discussed yesterday. I would like to sit down with you next week sometime to let our hair down on what is going on out there. Secondly, before that happens, I have the impression that the enemy is really building up in I Corps. We cannot afford another shellacing. I don't give a damn about the autonomy of the field commander. We have to avoid another set of debacles here. Maybe we need another field commander. We cannot have these reports that are, in fact, misleading. M: I agree, Henry. K: Something isn't right out there. We may have withdrawn a little too fast. M: I don't think they are following it as close as they can. I have had several communiques. K: Could you in the meantime get an assessment of where we are going over the next 6-12 months, what is happening in I Corps and what we are going to do about it. There's a lot dependent on it; there is a lot going on. M: I looked at a wrap-up of the Laos side. The effect of the rain is rather significant in terms of their movements up there. K: They are slowing down? M: Way down. There were no trucks into Military Region I into Laos yesterday. K: We want to know exactly what is going to be happening. You know what we think of you. I speak sharply, but you are not our problem. M: I will be back in touch. lds
