TELECON Mr. Kissinger/Director Helms 10:00 m., June 5, 1971 H: I had a call from John Scali at 11:00 last night and a call from John Lehman this morning wanting a briefing on Laos. K: Oh, for the love of Pete. H: I have not responded because I wanted to talk to you first. These things can become unmanageable. K: It's out of the question. H: Do you want to take them on or do you want me to call them back? K: Scali under no circumstances. He gets his information from me. H: That's what I thought. On a friendly basis, in the conversation last night you would have thought he was a magician hired to take care of the public media. Since talking to you, I have talked to Symington. He is not to be deterred. He will go ahead and the general thrust -- this is private between you and me and the President the burden is that he wants to talk about B-52 bombing and the fact that the State Department fellows who talked before the Committee have not leveled about the total amount of money being spent. He said it's time the Senate understood exactly what was going on in Laos. As far as the Agency is concerned, he says 'you guys are doing a good job' and he will say it on the floor. This was the best I was able to do, but that isn't very successful. K: That is the best that was possible. H: It's one of those things where it is more difficult for the Administration whether it will go very far, I have no way of knowing. My own hunch about this is we have gotten into the XXX wet season; we will have a surcease in XXXX June for a few weeks. We have the problem of the next dry season. If we are to have trouble with the Senate, I would rather have it now instead of when we are getting plans cranked up. I would like to know exactly how far they think they intend to go in the Laos situation before we back into this. K: That sounds all right to me. We are not going to be able to avoid it. Let's play it as cool as possible. Don't let our eager beavers panic you.
