H: One of the things that ought to be -- a point that ought to be made in
connection with these Thai troops is that they are there at the request of

K: OK.

H: It seems to me that's a very important point.
S: Should you make the point, Dick -- this is Bill Sullivan that it's to the
Prime Minister of Thailand or that the Prime Minister of Laos has requested
them and that they are volunteers
L: That's the point Dick's making, though.

H: That is the point I'm making. You edit it anyway you like, Bill, in
keeping with the facts but it seems to me the important point is that it's
Souvanna Phouma who asked for those troops and not the U.S. Govt.
S: Right, I think that's important but I think we ought to keep the Thai
Prime Minister out of it.
H: OK.
B: I have that point.
K: So we are agreed that the first point that we are going to make is this
is a program that started in the Kennedy Administration, is this correct?
L: I think that's the only point I'd even make today, myself.
S: We have the point in there that it's an on going program, been going for
some years.
K: No, no, no. The point will be -- we are talking about a program that
was started in the Kennedy Administration.
S: Ok, I missed the first part.
B: I have that point.
