L: And those two things I think are enough for today. Do you want to go
into the whole history of the thing today in the briefing before the secret
session?
The Kennedy point and the fact that we're within the intent and
the letter of the law as passed last year and even the statement that Fulbright
made himself on the floor of the Senate.
K: Yeah, why do we need more than that? Dick, what do you think?
H: I don't think we need more than that. I think if we try to get into too
much detail before the debate.has taken place we may find ourselves out
ahead of the parade here and I don't see any necessity for that.
K: And we give them an excuse for spilling everything.
H: That's right.
B: Well, the only additional points we had talked about making over here were
one to refer those in the room to the President's speech of March 6th of last
year and two, that the Administration wilk believes in this support
K: Wait a minute, What part of the speech? You better tell them what you
mean.
B: As a general background documenton our operations in Laos.
H: I'm sorry, I just don't recall all the details in the speech.
K: I've got it in front of me and it doesn't exactly deal with that. There's
one point in there when "requested by the Laotian Govt. we have continued
to provide military assistance to regular and irregular Laotian forces in
the form of equipment, training, and logistics. 11
B: Dr. Kissinger, I'm being dispossessed by the President here of Nicaragua.
Could I go to another phone and pick up immediately.
S: I'm still on, Henry, on the other one. I think the only three points we
wanted to make were one, the fact that this began in the Kennedy Administration
two, that these people are volunteers at the request of Souvanna; and three,
