TELECON
Mr. Kissinger/Charlie Whitehouse
2:50 p. m. , June 4, 1971
K:
Did you see the LA Times front-page story which says the
White House ordered against the advice of the State Department the
release of these prisoners. It ways this was another Kissinger
operation and that we knew they weren't going back and ordered it
anyway. First of all, the President is not enthused with stories
like that. Secondly, that is not my recollection.
W:
There were overtones in the Post story this morning that
we should have known better.
K:
First, we didn't order that particular exchange. Did the
White House order this, between you and me? We have pressed
you all to be forthcoming, but
W:
Between you and me, the atmosphere was created that you
were dog-determined to have 570 bodies return up there . Through
Smyser, we learned what your position was and we were able to restrain Defense.
They were ready to crank up the long-time prisoners.
K:
We had no reason to believe anyone would refuse to go back,
did we?
W:
Based on the organization within the camp, we did.
K:
Was that put to the White House.
W :
Not to my knowledge.
K:
I wonder if someone could straighten out the LA Times.
The George MacArthur story.
W:
The Post article I have seen. I haven't seen that one.
K:
I just called you to get the facts and I will see what needs to
be done.
W:
We were not being brutalized by you to put this deal across
K:
If that could be gottenacross to Dave Kraslow in the Times office.
W :
I'll see what we can do.
K:
Let me know. Thank you.
