HAK: I am impressed to see how quickly the Los Angeles Times corrects it's errors

release until X tonight. Clifford will make a speech tonight on the McGovern things
and has a proposalthat he will make. "Concise workable plan ? ? ? ? . Reason
to
believe in private negotiations with NLF nad Hanoi? ? ? U.S. agree to with-
draw military personnel ? ? ? all ground, air and
personnel.
? ? ? ?" He goes on to say that he is of the strong opinion that it will actifate
agreement between North and South Vietnam and end the war. Story needs an
administration reaction. Whether this has any merit or what objection would be.
HAK: I prefer not to comment. This is a variation of what he said before. I don't
know why he has reason to beleive and I won't debate that.
K: Would it read too much that from the President's press conferences that Bruce
has tried to explore this matter privately ? ? ? in turn for

HAK: I don't want to get into our private negotiations and if there are any. You are
best to just ride it out. I cannot get into a debate with Clifford. His inormation
doesn't square with ours. When its over then let the record speak for itself.
K: May I ask again what the harm is in going at these people privately?
HAK: Because if I tell you privately it's no longer private. I don't want to discuss
an issue that's going on privately.
K: Could we say it doennt address giving SVN a chance to survive.
HAK: That's true but frankly it's teue and the position the President has taken
but I will let Cliffor speak for himself and we will speak for ourselves when we
have something to say. For guidance, it's silly to say we are missing great
opportunities because of stabborness.
K: Then the WH wouldn't comment after Cliffor thing is announced?
HAK: That's probably.
