TELCON Henry Hubbard 7:35 p.m., June 17, 1971 -- page 2 K: Lloyd Shearer drove him down. H: He said he took me along and I told him I had two wanted to describe to him the McNamara study and . K: That just isn't - Well, I will listen to him. I think he is a brilliant guy. Actually, I did see him but we had very little time. His point was not all deceiving the Government but he said that eventually we would reach a point where we would escalate or collapse. H: Escalation or collapse. K: Would be confronted with defeat or escalation, that is what I remember his point was. H: He went on to say, I had been a consultant to Henry from December 1968 to 1969 (while I was with RAND) and he asked me to do an option study on the Vietnam War. K: Oh, God -- I asked about 7 people from RAND to write out for me in preparation for a meeting -- Oh, excuse me, the President is calling me - 00 I will call you right back. 7:45 p. m. Continued Conversation H: You were talking about the 7 people from RAND. K: They came down -- I didn't have access to the Government and files (?) then. The options we had before us -- made them write out the military options, the consequences of success, the consequences of failure and what it would . Wanted it for a NSC meeting after the inauguration for a point of departure. I had him in for a Dovish point of view. H: Who were some of the other people? Anyone we should know about? K: Shelling from Harvard. H: Oh, Shelling. K: Freddy Clay, RAND, General Goodpastor, and I asked hi m to participate in the options study.
