K: I am calling about the amendment that is being voted on today on the
war, Cooke-Stevens. I wanted to express to you the President's strong feel-
ing that we are now at the most delicate phase in the negotiations on this war.
What we need at the moment is an opportunity to see what can be negotiated
and to do it in our own way through methods we are pursuing. know with
this
New York Times thing no one believes what the President says
P: I believe the President and have no reason not to believe you.
K: Anyone who sticks with us will not be embarrassed.
P: That's what the problem is for those of us who are up for reblection
in '72.
K: He is up too. Our problem is this: Weh have bane more shot at the
negottations. We don't want to conduct them in the Washington Post or public.
P: I can understand that. I haven't paid enough attention to the Cooke-
Stevens amendment to know about it. That's one of our problems. But from
what I do know about it I have no intention of voting for it. But I must say,
had the Childs (?) amendment stayed as it was, I would have votedf for it.
People have hit the end now. Even the biggest hawks I have in Kansas want
out.
K: We know that Senator and the only thing I can say is if we can take
account of this concern in a way to get us out in a measured time, that's the
best solution. We don't want to demogogue this
but you can hold the
President and me personally responsible if we make you look bad.
P: I don't think in those terms.
K: We believe any comprehensive amendment will just undermine the
negotiations. And we know what the proposals are; we are taking them seriously.
P: This is helpful to me. I don't think the New Yorkk Times stories have
had any effect on the Senate. The heroin stories are having a great effect.
K: As well they might.
P: And the
election is having a great effect. Maybe in the
universities they are but I don't see that here.
K: Well, in the universities they are against
