TelCon-9:17-9/1/71 Mr. Kissinger/ Secretary Rogers R: Hello Henry. K: How are you Bill. R: I guess you saw the telegram from Saigon that Thieu's draft is not ready and is going to wait a while. K: the referendum. R: Particularly the referendum in which he says if he loses he will resign. That will be fine. K: That is what I think. R: As long as he is prepared to take a chance, it is up to him to make the judgement. K: I agree. But if they count negatives as all extensions, I don't see how he can win. R: now that Ky is off the ballot, I think it is important for the people to have the specific views of the government. As Thieu says if you vote for me you support the government, if you do not support the government vote for someone else. I think this is a good solution. We shouldn't push him into anything. K: Yes, you and I agree that whatever our views, he should make the decision and that we are not going to recomend one. R: It is important that the people of Saigon have the opportunity to express their views and how he manages that it is up to him. Also probably what we know on this end the referendum is the best solution. K: That is right. We are not going to do anything from here. In fact I am taking my children to the movie studios today. R: Good. K: How did the speech go yesterday. R: Very good I think. I got a lot of applause. pamphlet K: Good. Are you going to put it into form and send it to the embassies.
