K: I'm calling about the draft bill. I don't know whether our
intelligence is good on this
T: It is.
K: On sending it back to conference. We feel very strongly that
it would be very unfortunate if that were done. I don't know on what
grounds you would be voting it tabled or sent back
T: The motion is to table it first, probably followed by a motion
to take it from the table and send it back in to conference.
K: That would open up all the Vietnam issues again.
T: I think the language isn't as harmful as it might be.
K: But if Mansfield gets it he will go in the direction of making it
more harmful. It is hard to conduct foreign policy under this constant
harrassment.
T: The problem is manifold. I supported the Allott amendment

Since 1963 I have been saying that we ought to
phase in voluntary service and get away from the draft. There are
many men in the Congress in fact a majority -- who are against that,
who don't believe it and are not goin g to give up with this bill or any
ther. What the conference dommittee did was to reverse the decision
of both the House and the Senate without regard to the express desire
of them, including the Allott Amendment. The decision being made on
this is whether you plan to phase out
military or not.
K: But the most probable consequence of this is losing the draft
at a most delicate time.
T: I don't think that will happen. The committee want the draft. If
we phase it out, the desires of both of these bodies will have been defeated.

military affairs committees are such inside operations.
K: Knowing what trouble we've had getting it to a vote, I don't bet
on anything.
T: I told Gene Cowan that I WO uld do anything I could after voting to
table this language with Allott. I will do anything to see the draft get
extended. I'm not absolutely convinced that you couldn't do without it, but
I think you need the pay increase, bor which you will need a bill. I will
do anything, but I can't back away from this at this point. I'm pretty well
committed to it. I appreciate your views, and I appreciate the problem,
