I: I have got an answer from Weinberger on letter I sent him the other
day.
K: He supported you.
I: He did 50%. It's clear that the cut is coming out of expenditures rather
then appropriations and that's helpful but the amount which he cuts -- he says
our figures are low and says 10% equals 222 million. The only way we
can get it AID says is 118 million for economic defelopment funds. Then
contribution to unilaterel agencies and 66 million of supporting assistance
f unds. He didn't say why figure is box higher. Just said it is. As you know,
if we take 66 million from supporting assistance it's a problem in SEA. but
if we take it from economic aid it takes it to an unacceptable figure.
K: I will talk with him.
I: The other question on the 10% Latin American cut that doesn't come from
Latin America SO where does OMB plan to take it? That's another question.
K: Right.
I: They are just putting it off. I have another matter. OPRED nxx and Psych.
operations in Korea. At the time it was set up and operating the Under
Secretaries committee made a paxedlxx preliminary sutdy of CIOPS and one
result was termination of
in Korea and other psychological
activities under review. Porter urged we review remaining in S. Korea
as well as those directed against N. Korea. Perhaps because of changed
attitude with the two Koreas it seems the remaining CIOP operations being
conducted by Army should be reviewed and thought here is to ask East
Asian IG to sutdy and make recommendstions. Nothing done. Study our
relations. I wanted to check with you.
K: I have no problem about it.
I: We will send out a normal Under Secretaries Committee memo asking
them to study and make recommendations.
