B: Over a long period of time we have emphasized the election policy (and haven't
stopped to realize it doesn't necessarily work in their situation).

what final phase is. But you are obviously hard at work on that already. I don't
know if you saw the Hong Kong XXIX correspondent in Newsweek last week.

K: History will treat our total involvement there better then contemporaries.
B: That's not hard to do. I will come to lunch unless you can get up here.
