TELCON General Walters/Colonel Kennedy/HAK 8:04 p.m. , September 24, 1971 -- page 4 HK: On the basic thing, they are pretty tough. The beginning part, think it is just elegant. Answers a little . W: I have little misgivings. About what they might do at a certain point I mentioned to you briefly. HK: Hold it up. W: They could do what they did to Sato -- don't deal with this guy. Will deal with successor. I will leave a paper for you. HK: Might move them into a position where they will do something outrageous. W: Within the realm of possiblity. HK: What can we do about it? W: Keep our eyes open and find means to make sure they don't do it. (get something on them). It's other proposal to do away with somebody. HK: That's what I mean. W: All I'm saying is that we need contingency plans for an extreme. HK: I will draft a rather tough message. In addition, don't think you should give them the second one. W: When you read it, consider when you read the scenario the atmosphere surrounding it. I could go out there tomorrow. HK: That won't get you a message. W: The relevant thing is to get the text of what they said to you. HK: What time will you get here? W: 2:00 pm. I don't think it is necessary. I will put a paper with it for you. HK: I would have to send a messenger over to give you the text of a message. W: Even if I come, you wouldn't have it in time.
