And he is wrong about the location of the guerrilla actions. I'11 show you the maps. Ninety percent of it is within 10 miles of the frontier. There are practically none deep are in East Pakistan. But all the main arteries within 10 to 20 miles of the frontier. They are cutting roads and preventing distrubution and bloying up ships. But the Bengalis are not training frogmen by themselves. That is highly sophisticated training and equipment. Ninety-five percent of theix problems are India-instigated. P: Can we get State to work on it? The message for the 15th isn't going to solve it. K: It would if those bastards would let the stuff move in. The only other thing is to tell the Indians that if they don't stop we'll resume arms supplies to Pakistan. P: hanging over them the threat of Chinese K: The danger is that as the Pakistani army runs down a little the moderate Indians may get the idea that it is a good chance to settle scores. I think that when Mrs. Gandhi comes I don't think they'11 do anything decisive before then. P: We ought to have a more aggressive policy with regard to getting the Indians to cooperate anyway.
