K: I'm calling about your editorial about the trip to Peking. I don't
know who wrote it, but do you really believe a trip like this can be laid
on within 48 hours of the Secretary of State's speech?
O: Tell me what the
K: [reads]
Let me tell you.
This trip has been
the date
of this trip was laid on two months ago. The date of the announcement was
laid on one month ago. Yesterday's announcement, the text and date of it,
was laid on for a month. The Secretary of State was fully aware of it
when he made his speech. There is not the slightest connection between
these two. And it is tremendously harmful. They will think we put this
out xx to force them into something we had already agreed upon. And
whoever told you there was a connection between these two events is a total
liar.
O: Between Rogers' statement and the announcement?
K: Yes. This was agreed to before these events started in China.
O: Yes. Well, I am very distressed by this.
K: This will be read in Ottawa and flashed to China. They will conclude
that
someone gave this to you. They already are puzzled by what Rogers
said on Saturday which he claims was misinterpreted by Szulc.
O: I was going to ask, how would you explain the Rogers statement.
K: I think he was just talking off the cuff, and not thinking through the
implications.
O: I'm not trying to get out of any responsibility for it, but I don't
know the details of how this
of course, I see your point.
K: The Times is taken very seriously
O: I do have to say, the Rogers statement
the coincidence of
Rogers' statement and the announcement yesterday is really striking.
Don' you feel that? The Rogers statement would have logically led
anyone to believe
K: Except if you think about the technical problem of communicating
with the Chinese. We haven't agreed to anything in two days. I can document
that the final agreement was made on September 12.
O: I don't doubt thatx for a minute what you are saying. I do say that
it seemed to me
I don't say I have any private information.
