K: Is Kishi coming or not?
J: I have just dictated a telegram saying we are not going to try to make future
apppintments until -- I have WH clearance on it. The last message said 10th
or 11th. I am going bakc to say we will not make an appointment for Kishi with
the President until we have a firm date of arrival. Assure him he is most
welcome but for a Presidential appointment a firm date with arrival date is
necessary.
K: Do we know he will talk about textiles?
J: Ushiba says no. He wants to wait until Tanaka finishes first.
K: If there's no agreement, he shouldn't come until theere is one.
J: That's what he says he wants to wait until there is one. There's an optimistic
view on Japan. Jurich is on his way to Tokyo tonight and we should know no later
then Tues. Tanaka is trying to firm up an agreement and get it approved by
Tues, the 12th.
K: If the industry doesn't come along, what happens?
J: Dave Kennedy is dealing with the industry.
K: Their industry.
& J: That's their problem. They will impose it. He misread Tanaka on this.
He is grabbing hold and doing something. What we hear is they are reconciled
to an agreement.
K: I don't know where the negotiations stand and I don't want to get into it but
my firm impression is that the President will do something if there is no agreement
J: That's accepted.
K: He was ready last week. He is raging about Kishi. He thinks they are
trying again to do him in. He will use trading with the enemy act as much as
he dislikes it. I hate it but he will use it and I want you to know.
J: Everyone accepts that. We have Taiwan on board. Kong Kong and Korea
are still wavering. If we can ? ? ? . We have Taiwan SO if we can get one
other we can use 204 of the Agricultural Adjustment Act instead of & trading
with the enemy act which is more astringent. I will keep in touch with David.
It looks fairly hopeful and Kishi won't come until there is a textile agreement.
