Johnson/Kissinger 5:50 p. m. 10/6/71 -2- K: If he is under the impression that the President is dying to see him and is doing a favor by coming -- I hear Jurich believes that Kishi believes that he is comingxfoxx because the President wants him. J: Might be some element of that. The President said he would like to see Kishi. Nice polite phrase. Also it was mentioned in Anchorage? K: I don't remember it but I understand that. J: When he met with Fududa K: Fukuda introduced it. It may read that the President got it into his head from one of these innumerable emissaries that Kishi wanted to be asked. J: It's been on the burner for months. K: In the President's frame of mind he is not volunteering meetings with Japanese. J: I think Kishi feels that the President will see him if he shows usp after a textile agreement. K: That's right but he shouldn't come if there's no agreement. J: I will indx introduce this to Armin. Ushiba said today that Kishi won't come unless there's an agreement. Armin thinks the textile will be settled before arrival. Tanaka is upset with Kishi getting involved. Kishi has always taken the position as he did today that he will not go to Washington before the textile issue is resolved or he could bring good news to the President. I will insert that W e entirely agree. K: Good. J: If the textile issue is resolved the President will be willing to see him. K: That's exactly right. Our lives will be empty if this is ever settled. We'll have to tarn to Cambodian Map. J: I met with the Thai today. K: Are we going to get it done? J: They are not happy at all.
