TELECON Secretary Laird 10/8/71 11:20 a. m. p. 2 K: What are you talking about; who's Rockefeller? You can't get any- where if you remember your friends. No, I'm just kidding; I have great re- spect for Rockefeller. L: So do I. K: But I don't know Mansfield Sprague. L: He's a long-time active Republican. He was head of ISA under the Administration. Irwin got his atart with him. We can break someone in there, but with all these meetings coming up K: Oh yes, we've got to move on it in the next two weeks. L: I think you can help on this. K: I shall. L: Second, I have gotten this order, and I am implementing it they signed my 7 percent reduction as far as personnel is concerned. I can do it and I will, but I can't do some of the other things cutting back jobs over here when they want more jobs in Texas and California. I just wonder who's coordinating it from the political standpoint. Do you follow? K: Very well. L: I'm not going to go to the President on this because they gave me my extra two percent on some , but they gave me a big slice on personnel. I can produce, but it always seems the impact of this will be in areas where it has to be. We have still got 300 thousand to get rid of between now and July 1. You add this on and it makes a considerable number. K: Who can you talk to? L: Book The only personal person to tal k to is the President, but I don't want to K: Who about John Mitchell. Talk to him. L: All right. K: He is the guy who would understand. L: Okay. We are not getting that kind of input from George. He is not looking at 1972 as compared with '73 and 1974. We've got a lot we want to do but we want to be in a good position in November too.
