Your Russian friends have done it to us now when they
do something wrong, they are your friends. Ushiba just called and
said, "Is it true the President is going to make a visit to Moscow
the latter part of May?" The Soviet Embassy in Tokyo told them
an announcement would be made tomorrow. How many others they
have told I don't know. I stammered around with Ushiba and said I
would try to be in touch with him tomorrow.
K:
Well, there's nothing to be done now.
J:
The understanding was clear; they really aren't playing the
game in Japan.
K:
Is there any sense in my talking to Dobrynin?
J:
If you have a basis for it, I would tick him off. The Charge
did this.
K:
Let me call Dobrynin. I will call him this minute.
J:
It takes the play away from us with respect to the Japanese.
K:
I will call Dobrynin right away.
