K: Was it an official notification?
J: Said Soviet Embassy in Tokyo told them -- whether they call it
official or not does not make much difference -- they have already told
them. If this a clear violation of a clear understanding?
K: Oh, yes ! and Dobrynin confirms that! Let's put it this way, the
Chinese have never violated it and it always has been perfectly clear to
them.
J: We must assume if they told the Japs the have told others also.
K: I would not let the other cables go -- the time is against us already.
J: I think maybe the thing for me to do is -- I need to keep honest with
Ushiba.
K: Let's not worry about Ushiba, let's worry about Sato. The Foreign
Office has done nothing but screw us. My concern is if we can that we
notify Sato. I don't give a damn what the Foreign Office does.
J: We can notify Sato this morning Tokyo time.
K: I think I would do that.
J: The more I think about it, I think that is the thing to do -- have Armand
go during the course of the day in Japan to Sato -- but that puts us way ahead
K: We have a good reason.
J: I think what I will do is notify Armand to see Sato as soon as is feasible
and I will say nothing further to Ushiba.
K: That's right.
J: Then I will tell Ushiba later tomorrow just before the announcement.
