K: I want to keep you ifnormed on the situation SO that
one, for
your discussion at 4:00 which will go along the lines I mentioned. He will
indicate that it is up to you and will indicate the lines we will support. But
also, we have made the decision to go on the arms cut-off, and to announce it
on Wednesday. The only thing that will intervene is if it goes to the Security
Council. It may be not in your interest to wait till Friday.
R: Friday will be too late.
K: For what?
R: For anything. Why not Thursday?
K: So it doesn't look like you were encouraged to do anything.
R: All right. A telegram is going; I will amend it.
K: But don't misunderstand. We will support you along the lines we
indicated. It turns out to be more substantial than I thought. It includes radar
network along the whole Chinese border.
R: All right sir. I will make note of that.
K: Right.
