K: The President had the WSAG principles in and he was sorry you weren't included. He
raised hell.
J: About what?
K: He said he didn't want the State Dept. to be loyal to the President but to the US.
J: What's the problem?
K: Constant new stories. I know it's not your fault.
J: What news?
K: The Daily News
J: In the last day or so?
K: Daily News story X that said State Dept. diplomats were horrified by the anti-Indian
attitude of the govt. Hesaid it to Mrs. Gandhi. He said he cannot and he cannot for
reasons that are his to lean in a direction opposite of the way la you people are pushing
them.
J: I don't know of any difference any where but saving Pakistan.
K: Even if you look at the record of this meeting where he gave orders where I went back
to soften. A. number of things he ordered done I SXIXX softened considerably. I have to
get across to you his xaxi policy.
J: I am not challenging the policy. We do think we have an obligation to give him our
views.
K: After he has ruled then it has to be done. You have given your views -- yesterday
he wanted a cable to Keating. That thing takes forever. Yelling at Yahya takes two hours.
J: I am XXKXK sorry he feels this way. Did you see in this connection -- I have
the Pakistan ambassador here. Did you see about Bhutto's mission here? Says he is
going to work for a ceasefire and negotiations with East and West. Wants to see the
President. Arriving tomorrow.
K: Good. Let me bring you up to date. We have a WSAG tomorrow. The President
saw the Russian Agricultural minister as a pretext and said we X will have to stop.
If Bhutto has the same idea can we keep people from leaking about the new scheme
SO we can get it down without being in the papers first.
