TELCON Under Secy Irwin/Mr. Kissinger/Joe Sisco 7:10 p.m., December 9, 1971 page 2 I: I said the matter in which they had started East Pakistan and what they had done in the West. We just wanted to know what their intentions were. Just Joe and I sat in with him and Jha had just one fellow he has been here before. So we will be over in the morning. K: Okay. S: Henry, there is something I: When I got back, I mention this to Joe and I'm glad he's reminding me. It would be good if we could have a kind of meeting around the table tomorrow like today after the President left. K: You mean we should restrict the group? I: If anything, you or we had no staff. K: Who would you suggest? I: Packard, Moorer, Helms, myself, you and maybe Joe. K: There is a lot to be said for that. I need a notetaker just for our records. I: That's up to you. This way we can be sure that nobody around is talking. The only people we have told about the meeting today is Joe and Eliot. K: No one else needs to know. I: These are the only two. I will go over it with the Secretary once he gets back. K: When does he get back? I: Talked on the phone but it was not a secure phone we had had a meeting. Talked to the Ambassador and stated our current situation and possible movement of a carrier and didn't want to talk about it any further because we were not on a secure phone and would send a copy of the cable. S: Henry, I need from you any kind of general or precise guidance for Face the Nation. It is not going to be an easy exercise. I want to make sure the President is as satisfied with that as he was with Saturday1s exercise.
