C:
An item that raised my curiousity. In my reading material tonight
is a note from David Kennedy which says the attached cable raises
some important points which have been approved by the President
on my NATO assessment along with a copy of a cable sent to you,
looks like a December 2 date.
K:
Ambassador to NATO.
C:
Ambassador to NATO - outlining conditions that are significant
and sending a copy to me. I would obviously expect to coordinate
my comments with Secretary Connally. It was a sweeping portfolio.
K:
What he wants

To attend NSC
meetings doesn't mean a goddamn thing. NSC meeting on European
issues. Any meeting we want to exclude him from, we just call a
meeting for principals only. It pleased him to have some voice in
the cables. International economic matters are handled by you with
whatever assistance in the White House we can give you.
C:
Ambassador to NATO?
K:
He will be named in a few days. Don't you think that it is better
than having him run around loose?
C:
He's cutting himself out a pretty big swat.
K:
You have got to have easy access to the President and secondly,
you have got to know what the President wants. Nothing of these
are fulfilled.
C:
He sent me this cable and this note saying I thought you should have
a copy.
K:
There is no conceivable way it can affect him. He will not know
anything.
C:
Who is Greenwald?
K:
I frankly asked the same question myself. Greenwald is the fellow
we have got in Geneva.
C:
Ambassador Greenwold?
