K: Al tells me he has worked out with Pursley rules according to which
scramble planes but be sure xixexyx before they shoot they have got to come
back here.
L: Yes, but we can't wait to get authority too long.
K: We will speed it up. We shouldn't go to the President now. Will get
your authority quickly.
L: I would like to be able to shoot. Because I am afraid the President
will get upset again. I don't know what he and Bebe are cooking up now.
K: I am not eager to start shooting Cubans when we are confronting
Russians on the one hand. I would like to wait until we have an occasion.
L: OK. Goodbye
