M: Two things. They are important. I talked with Dave Packard and he says okay.
I think the President should call him or write him. He emphasized if the President
wants me to do this, I will take it on. He is in a good position to clarify your
position on the Hill.
K: I will call him.
M: Somenne from the WH. I have gotten two calls from Germany. This is pretty
reliable. From Birrenbach. Story is that Pauls is sending over some rather inter-
rorum telegrams to Germany saying that if treaties are not ratified it is the end of
cordial relations between the U.S. and Germany.
K: Baloney!
M: Being used for sharp political purpose and for fact that Barzel coming over here
and seeing President without Pauls being present. That's up to them to settle but is
an indication that they wanted to talk freely before they could with Pauls. Can't
arrange for that but they say they do want meeting with the President and will insist
he come alone and not with XX Pauls. There's a good deal of propaganda that it is
the end of relations. Birrenbach referred to Schaetzel. He heard rumors that
Shaetzel might be replaced.
K: That's correct.
M: He deplored that. Schateel has the confidence of the Europeans and knows
and could be a help to Kennedy and thought it
if Schaetzel
should be replaced and they think he can get more than anybody else on these
negotiations.
K: I don't know how active it is.
M: I give you that for what it's worth. They feel very strongly about it. They
would be quite concerned if Schaetzel is replaced. Perhpas it's over the dam.
K: I will look at it again.
M: I know him. I have had a lot to do with him in the past and think highly of him.
Next thing. I will not quote you on it. I have to call Birrenbach back and I will
XEE that you disregard that kind of pressure.
