AD: You mentioned the 8th or 10th. HAK: I may drag a bit and the reason is to have the man who will conclude the meeting to initiate it. I would like Peterson to handle it - - to do it on a personal basis. Regarding the matter which you handed me a paper on last night. I haven't had an official position yet, but there are two things I need--on a statement from your embassy explaining they are Soviet citizents and why they do not have papers. AD: They were brought by your agencies. HAK: That is your problem. As far as the papers, they are Argentinians. Just give us a statement, some formal statement, certifying they are Soviet citizens declared by you. And secondly, it is the same problem as before--they have to make a statement which State Department or airport can have saying that they want to go back. AD: This is no problem. Wouldn't yourofficials HAK: We will handle that. If we do it, we will do it to be helpful and not to make trouble. We want to make it routine. AD: What kind of letter: HAK: Just declare them Soviet citizens. If you agree, I am saying this informally, if they are willing to give us statement saying these are Soviet citizens - - you have no papers. This will not lead to a cross examination AD: I will check with Moscow. HAK: If we do it, we won't set a trap for you--we just want to get it done. Then I will figure out a form of doing it and we will do it without additional questions. AD: Should it be my statement?
