    "ocrText": "TELCON\nMr. Kissinger/Ambassador Dobrynin\n1/29/72\n10:00\nHAK: Good to see you last night\nAD: Yes, and that couple was nice.\nHAK: I think that will straighten out some of the atmospheric problems.\nAD: You mentioned the 8th or 10th.\nHAK: I may drag a bit and the reason is to have the man who will\nconclude the meeting to initiate it. I would like Peterson to handle\nit - - to do it on a personal basis. Regarding the matter which you\nhanded me a paper on last night. I haven't had an official position yet,\nbut there are two things I need--on a statement from your embassy\nexplaining they are Soviet citizents and why they do not have papers.\nAD: They were brought by your agencies.\nHAK: That is your problem. As far as the papers, they are Argentinians.\nJust give us a statement, some formal statement, certifying they are\nSoviet citizens declared by you. And secondly, it is the same problem\nas before--they have to make a statement which State Department or\nairport can have saying that they want to go back.\nAD: This is no problem. Wouldn't yourofficials\nHAK: We will handle that. If we do it, we will do it to be helpful and\nnot to make trouble. We want to make it routine.\nAD: What kind of letter:\nHAK: Just declare them Soviet citizens. If you agree, I am saying this\ninformally, if they are willing to give us statement saying these are\nSoviet citizens - - you have no papers. This will not lead to a cross\nexamination\nAD: I will check with Moscow.\nHAK: If we do it, we won't set a trap for you--we just want to get it done.\nThen I will figure out a form of doing it and we will do it without additional\nquestions.\nAD: Should it be my statement?"
