TELCON W. Rostow/Kissinger 10:30 a. m. - 2/7/72 R: Henry, you're doing great. K: Thank you. R: And I thought the Secretary of State did fine yesterday. K: Yes, it's amazing. R: I just want to tell you I am coming to town to give a Christian Herter lecture on Thursday night at Johns Hopkins. If there is any way I can be of help, I would be glad to come. I could do some reading for you on Friday. K: Well, I would love to see you for a few minutes. We will certainly have some reading for you. R: Well, I'11 come in at 7 o'clock Friday morning then. K: Well, I hope to see you briefly anyway. R: I will be giving a speech which incorporates and extends the kind of material - well, I am going to say publicly what I did privately. There is an account where in times of crisis the Congress can be more moderate in the use of military power than the President. My advice to Kennedy in October of '62 was a much more radical action be taken. I want to make the point that in a number of crises the President , but in any case I will be around at 7 o'clock on Friday. K: OK, Walt.
