K: The World Report got an excellent play. The editorial comment fox is gruding
but favorable.
P: I read the news summary.
K: Major coverage on every newspaper. Post and Times are good. A few nitpicks
about MIRVS.
P: And doing something different in India. That's all right. We don't claim
perfection.
K: One thing that happened today is that Thieu has blown at Rogers and said this
is his last concession. Bunker was upset about it. You said in your speech that
you are repeating something he offered. For us to say we are flexible stands him
as a stooge in his govt. and to say ? ? ? caretaker govt. where plans are laid
and in your speech makes it look like a tool. And ? ? ? ? ?is a hell of a
problem. Even though our opponents won't like it , it would be better if you said
something warm about him. Just duck the Rogers point.
P: Point they will stress is are we flexible.
K: We are percentable generally agreed on our total plan. On political issue on
political structure of SVN they play leading role. Up to now have been conciliatory
and farsighted. ? ? ? ? ? ? ? ?. We will not collude with the enemy to over-
throw our friends.
P: That's repeating what I said previously.
K: He needs it as much as he needed it last Sept. You turned off the heat last year.
If his oppoenents smell blood they will riot.
P: What is the problem with Roger's statement?
K: To say we are flexible about Thieu's resignation and about make-up of govt.
between his office and election is that he is our stooge and caretaker govt. is in
hands of Senate. It's not negotiable.
P: What about make-up of govt. ?
K: Where we have been very careful in setting it as coming from Thieu. We know
we invented it but Rogers put it that his
is entirely an American decision.
