There is a State Department memo in a half-\nassed way which makes the point you mentioned. It's entirely in the con-\ntext of the Warsaw Discussions -- never in the context of a major American\ninitiative.\nA: On the U.S. mission to Peking?\nK: I think I said there was no such document. We've been searching\nthe files and there is a document.\nA: In Warsaw they said they would be willing to receive a mission?\nK: We were just talking to them. It was a big deal at that time.\nSince they didn't know what else we were doing they thought it had to be\nsold to us.\nA: I wasn't completely lied to?\nK: You were lied to in substance. A second thing, I think it's out\nof order\nIf I could keep you from this damn attack on Rogers.\nA: I am not attacking Rogers.\nK: You did on Spectrum yesterday.\nA: I said he was an able and intelligent man but ghostly.\nK: Somebody gave me a transcript of it. Really at this stage it\nharms the nation's business, but I know that isn't your principal objective.\nA: (A) I doubt if it does; (B) I need to talk about what interests the\npeople. It is the situation in which he finda himself. I don't think it was\nan attack on him. I have been here for 25 years and I have written about\nmany people intthose positions.\nK: I don't think his position is quite as weak as you say.\nA: Every time you go to a cocktail party there is speculation of\nwho will replace Bill Rogers. When universally it is assumed that a\nman will get out, he gets out. I think he will stay until after the election.\nI am afraid on that issue I have to make my own judgments.\nK: On every issue I have discussed with you you have made your own\njudgments."
