There is a State Department memo in a half- assed way which makes the point you mentioned. It's entirely in the con- text of the Warsaw Discussions -- never in the context of a major American initiative. A: On the U.S. mission to Peking? K: I think I said there was no such document. We've been searching the files and there is a document. A: In Warsaw they said they would be willing to receive a mission? K: We were just talking to them. It was a big deal at that time. Since they didn't know what else we were doing they thought it had to be sold to us. A: I wasn't completely lied to? K: You were lied to in substance. A second thing, I think it's out of order If I could keep you from this damn attack on Rogers. A: I am not attacking Rogers. K: You did on Spectrum yesterday. A: I said he was an able and intelligent man but ghostly. K: Somebody gave me a transcript of it. Really at this stage it harms the nation's business, but I know that isn't your principal objective. A: (A) I doubt if it does; (B) I need to talk about what interests the people. It is the situation in which he finda himself. I don't think it was an attack on him. I have been here for 25 years and I have written about many people intthose positions. K: I don't think his position is quite as weak as you say. A: Every time you go to a cocktail party there is speculation of who will replace Bill Rogers. When universally it is assumed that a man will get out, he gets out. I think he will stay until after the election. I am afraid on that issue I have to make my own judgments. K: On every issue I have discussed with you you have made your own judgments.
